Very useful utility that allows you to change the volume, but also e.g. contrast or brightness of your screen, using the mouse wheel. Fully customizable, harmless. Nothing bad happens if you turn it off - of course except the fact you won't be able to use the utility so it's absolutely up to you and your needs.
