it is a part of a Corel Paint Shop Pro Photo XII, I don't know what it is doing but after turning it off I felt no efect.

From Corel's Knowledge Base; The CorelIOMonitor is used to assist with the organizer in Paint Shop Pro X2, allowing to track changes such as files renamed in Windows Explorer. Customers who see error messages when ejecting removable media may wish to disable this process.

To disable, use a startup manager. There are many free ones available. (Chameleon for example)
