it is a part of a Corel Paint Shop Pro Photo XII, I don't know what it is doing but after turning it off I felt no efect.

To disable, use a startup manager. There are many free ones available. (Chameleon for example)

To check the legal license of Corel Software. If you desactivate the associated software does'nt works.
