It's the MSI System Control Manager. You can access it by doubleclicking the icon in the system tray. Not sure if it's safe to disable.

Service Control Manager or SCM.exe is a windows program which mostly works on start up by selecting which programs to shut off. In itself, SCM.exe causes windows to boot up slower by up to half a second as it loads.

Extremely useful to manage the display (on/off), less useful to manage the webcam and the wireless connections (wi-fi and bluetooth) on the MSI GS63 Stealth 8RE: this laptop does not have the button to light o shutoff the screen. So, let the SCM software on if you want to easily on and off your screen via software.
