This file is necessary and safe accoding to an \"expert\" article in PC Magazine.
The article said:
Desktop.ini files are used by the system in order to identify \"special\" folders. You\'ll find one in My Documents, for example, and another in the Favorites folder. Entries in the desktop.ini file can define a special icon, a tooltip, or a special name, among other things. In particular, a desktop.ini file identifies the folder that corresponds to the Startup menu. Everything that is in that folderâ€â€not just the shortcutsâ€â€will get executed at start-up unless it has the Hidden attribute. Desktop.ini files are normally hidden; yours must have gotten unhidden somehow. You may wonder why there are two of these filesâ€â€it\'s because there\'s a Startup menu for you individually and another for All Users.
Fortunately, there\'s an easy way for you to fix the problem. Click the Start button, click All Programs, and right-click the Startup submenu. From the context menu that appears, select Explore. This will bring up a Windows Explorer window showing the shortcuts that make up the menu items, as well as desktop.ini. Right-click desktop.ini, choose Properties from the menu, check the Hidden box, and click OK. Close the Windows Explorer window. Now repeat the process, but upon right-clicking Startup choose Explore All Users instead. Fixed!

If are using a Keyspan USB server on a network, you need this file. When I disabled this on one of my systems, it would not communicate witht he USB server (it has my printers attached to it).

i think i must have done something so now desktop.ini icon is exposed on my desktop. I have checked properties to make sure the HIDDEN box is checked. what can I do to make it hidden. also have destop.zip showing up on my desktop. i know i need to keep the files. can anyone help?

Control Panel>Folder Options - put a checkmark in \"Hide protected operatingsystem icons\" (paraphrasing, exact language may be slightly different).

Desktop.ini is just a .txt file Windows uses to store individual folder settings.
If you customise a certain folder with a new icon or style, this file will be created telling windows how it should display this folder from now on.
If you delete this file, windows will show your folder as default. If you don't want this file in every folder, don't individually customise each folder.
you can open it with a text editor if you are curious as to whats in it.
